The Ask​
Eagle County engaged Aging Dynamics to facilitate the development of its Aging Well Roadmap (2026–2030). Eagle County is a geographically diverse mountain community in western Colorado, stretching across two river valleys and bordering four other counties. The county includes a mix of ski resort towns, rural communities, and small towns. Eagle County is also home to a diverse population across age, income, and cultural backgrounds, including a significant Latino community that represents nearly one-third of residents.

This Roadmap builds on Eagle County’s long-standing commitment to planning for an aging population. Eagle County began this focused work in 2013, and in 2017 launched its first Aging Well Plan, which led to the completion of numerous goals and initiatives supporting older adults in Eagle County. The current Roadmap reflects an intentional, thoughtful engagement process grounded in listening and collaboration.. As the county continues to navigate housing pressures, transportation barriers, workforce challenges, and access to services across a geographically diverse region, leadership sought an updated, community-informed plan to guide the next five years of coordinated action.
Our Approach​
We designed a participatory and inclusive community engagement and strategic planning process centered on community voice, collaboration, and data-informed decision-making. Over several months, the Roadmap was shaped through one-on-one interviews with community leaders and service providers, focus groups, community conversations, including one held in partnership with Pitkin County in the Basalt area (a city that is shared by both Eagle and Pitkin counties), and a countywide Spanish-language survey developed in partnership with Eagle County Public Health & Environment’s Campeones del Sistema program. Two advisory committees representing multi-sector organizations and agencies across the county provided ongoing guidance and cross-sector alignment.
We paired demographic research and service mapping with insights drawn from lived and living experiences shared by community members. The resulting Aging Well Roadmap is rooted in what the community identified as most important and is organized around four priority areas: Health & Well-Being, Housing, Transportation, and Social Connection. Designed to be practical and implementation-ready, the plan outlines strategies that support coordinated action across systems and communities throughout Eagle County, Colorado.

Eagle County will now move forward with the implementation of the Aging Well Roadmap, and Aging Dynamics will continue to partner with the county to guide this next phase of implementation. The work will continue to be guided by collaboration among organizations, agencies, and community members across the county.
